Most of what you have read about e-Invoice was written to sell you something. These are the guidelines themselves, including the parts that are softer than the urgency around them.
Phase 4 started on 1 January 2026
It covers annual sales above RM1 million and up to RM5 million. Below RM1 million is exempt under section 1.6.1(e) of the Specific Guideline, and for those businesses ordinary receipts still serve as proof of expense.
Above RM10,000, your company cannot stay anonymous
Any single transaction with a value exceeding RM10,000.
Table 3.6 lists that under all industries, from 1 January 2026, as an activity where a consolidated e-Invoice is not allowed. The supplier has to collect your buyer details before they can issue anything.
The obligation lands on whoever is holding the card
employees are required to request for the e-Invoices to be issued to their employer for proof of expense, to the extent possible.
Section 6 puts the request at the point of sale, on the person who bought the thing. The consequence arrives weeks later, at month end, on your desk.
The relaxation was extended, not the start dates
In April 2026 the interim relaxation period was extended from 12 months to 24 months, running to 31 December 2027. The mandatory implementation dates were not changed.
There is no penalty on you for not asking
We could not find a provision that penalises a buyer for failing to request an e-Invoice. The duty to issue sits with the supplier. What you lose is the document that substantiates a deduction, so the exposure is to your tax position rather than to a fine.

Before you buy anything
You can do all of this by hand, in five steps.
Worth reading even if you never buy software, because it is the actual shape of the work and it tells you what you are paying to remove.

One folder per month. Every receipt goes in it the day it happens, or it is gone.

Anything above RM10,000, get the supplier to issue in the company name at the counter, before you walk away.

Everything else, scan the QR or find the merchant portal, type in the company name, TIN, and registered address, then wait for the email.

At month end, match each e-invoice to the claim it belongs to.

Key the lot into your accounting software, then reconcile against the bank.

Every request is authorization-checked against your business membership before a record is read or written, guarded by an automated regression suite, so one business can never see another business's books. Access inside your business is role-based.
The AI works on a short leash

Kept for the period that applies
